Coastal Zone Consistency (CZC) Certification is required for all land disturbing activities that required permit coverage located within any of the eight coastal counties (Beaufort, Berkeley, Charleston, Colleton, Dorchester, Georgetown, Horry and Jasper) prior to receiving coverage under the NPDES Permit Program. These certifications establish that all land and water uses within these critical areas are consistent with both the State's Coastal Zone Management Plan (SCCZMP) and the South Carolina Coastal Zone Management Act.

CZC Certifications ensures that any land disturbance activities will be conducted in a manner in which they preserve, protect, develop, and where possible, restore and enhance the resources located within South Carolina's coastal zone.

Each CZC Certification ensures that the land disturbance both protects the quality of the coastal environment and promotes the economic and social  improvement of the coastal zone.  All Coastal Zone Consistency Certifications are granted by DHEC-OCRM.

Please Contact DHEC-OCRM for all information on the requirements related to the coastal zone consistency certification needed for your particular project.
