UPDATE: On February 1, 2018, the CWS/I-20 facility was acquired by the Town of Lexington. On February 28, 2018, the Town connected the flow from this system to its nearby sewer system via a temporary pumping system -- which takes the flow to Cayce for final treatment and discharge. Therefore, the discharge to the Saluda River has ceased. The Town intends to keep this system operational until a permanent pumping system is designed and installed.
The Department of Health and Environmental Control on August 1, 2016, denied renewal of the National Pollutant Discharge Elimination System (NPDES) permit for the Carolina Water Service (CWS), Inc., I-20 Wastewater Treatment Plant in Lexington County.
To protect public health and ensure uninterrupted service for the plant's 2,000 customers, DHEC also issued administrative orders directing the Town of Lexington and CWS to develop a coordinated transition plan to safely shut down the facility and eliminate wastewater discharge into the Saluda River.
