Certain registration, reporting, permitting and financial assurance requirements apply to the transport, storage and processing of waste tires. The requirements are contained in Regulation 61-107.3 Solid Waste Management: Waste Tires.
Anyone that transports 15 or more tires at one time in South Carolina must be registered as a waste tire hauler and must track the transport using a tire manifest. This requirement applies whether the entity is based in South Carolina or outside of the state. Registered waste tire haulers must provide financial assurance with some exceptions (i.e., a business or person hauling their own tires).
The storage of waste tires typically requires financial assurance and a waste tire collection permit with certain exemptions. In general, no one may store more than 120 waste tires without a permit. Some businesses are allowed a higher storage limit provided the tires are stored to prevent mosquitoes. For example:
Anyone who processes waste tires must obtain a waste tire processing permit and supply adequate financial assurance for closure.
A "waste tire processing facility" means a site where equipment is used to recapture reusable by-products from waste tires or to cut, burn or otherwise alter whole waste tires so that they are no longer whole. The term includes mobile waste tire processing equipment, waste tire pyrolysis units and waste tire baling or compacting equipment.
