This montage shows the steps in the quarantine process in New York during the 1880’s. Ships were met in the harbor.  Sick persons were transferred to the quarantine boat and then to an infirmary. Suspect passengers were kept in isolation wards. The dead were buried in a nearby cemetery.

South Carolina established a quarantine system in 1868, with headquarters based in Charleston.
