There were many
health and environmental problems that Dr. Hayne faced during his first year
on the job.

In 1912, epidemics
and outbreaks of infectious disease were the major health concerns. Disease reporting was an inaccurate
process, but some statistics were presented in the annual report.

There were 392
reported cases of smallpox and two reported deaths: Dr. Hayne noted that the
white population was about 75% vaccinated and the black population was about
60% vaccinated..."there is much work yet to be done before we finally
succeed in stamping out smallpox."
