Program Components
 
Small Business Ombudsman  

 

  • serves as an advocate for you
  • refers you to the appropriate technical expert
  • reviews and comments on regulations that affect you
  • conducts outreach in the small business community
  • participates and sponsors meetings and conferences
  • helps investigate and resolve concerns from small businesses
 
 
Environmental Technical Assistance

 

  • helps you determine which regulations apply to you
  • informs you of your rights and obligations
  • provides technical and compliance information to you
  • provides information on pollution prevention and accidental release prevention and detection
  • provides one-on-one consultation through on-site audits
  • acts as an advocate and liaison to regulatory staff when businesses request modifications of work practies or approval of technological methods of compliance
 
 
Compliance Advisory Panel (CAP)  

 

  • reviews effectiveness of the program
  • reviews SBEAP technical materials to ensure they are understandable to the layperson
 

 

According to federal law, panel membership will be chosen in the following manner:

  • The Governor will select two members who are not owners or representatives of owners of small businesses to represent the general public
  • The DHEC Commissioner will select one member to represent DHEC
  • The General Assembly will select four members who are owners or representatives of owners of small business stationary sources. One each shall be appointed by the majority leader of the Senate, the minority leader of the Senate, the majority leader of the House of Representatives and the minority leader of the House of Representatives.
