Participation in The Climate Registry
In January 2007, Governor Sanford designated DHEC to represent our state as a founding member of
The Climate Registry. As part of a report released in July 2008, the Governor's Climate Energy Commerce
Advisory Committee recommended that state government should attempt to link greenhouse gas reductions
to energy expenditures.
This would demonstrate how reductions in one leads to reductions in the other. In
September 2010, DHEC followed through by voluntarily reporting the agency's 2009 emmissions resulting
from the use of electricity, natural gas, fuel oil, and propane.
National and international companies track their carbon emissions to get ahead of competition and regulation, or simply to identify cost reductions in response to shareholder requests. In a similar fashion, DHEC is drawing on the agency's report to apply resources aimed at cost-effective energy-saving measures and complying with the requirements for all state agencies under Title 48 - Environmental Protection and Conservation, Article 6, Section 48-52-620. In part, the law mandates that state agencies must submit a plan for a 20 percent reduction in energy consumption by 2020 based on 2000 levels. Further, "…An agency shall implement all available and cost-effective energy-saving measures to pursue these goals."
