Air Permitting Decisions of Public Interest

On November 25, 2008, the Bureau of Air Quality began posting permitting decisions that have generated public interest because of potential health and/or environmental impacts. This was done to give the public additional access to these permitting decisions and to save resources. The information found on this page can also be viewed at DHEC’s Central office at 2600 Bull Street, Columbia, SC 29201.

Permit decisions include one or more of the following documents:

  • Department Decision:  Summary of decision
  • Final Determination:  Determination of a project’s Prevention of Significant Air Quality Deterioration (PSD) requirements and limits
  • Permit:  Conditions for constructing and operating the facility
  • Statement of Basis:  Summary of the project and its emissions, and explanation of regulatory applicability
  • Response to Comments:  Department’s written response to comments received during the public comment period
  • Transcript:  Verbatim record of public hearing
  • Written Comments:  Letters and e-mails received during public comment period

Custom Works Plating and Polishing Spartanburg 08/17/09

The Department’s Bureau of Air Quality received, on May 18, 2009, an air permit application from Marvin W. and Barbara Brown d/b/a Custom Works Plating and Polishing (Custom Works) to relocate to 4511 S. Pine Street, Spartanburg, and to permit the plating operations. The processes that Custom Works proposes to construct and operate are subject to both state and federal air regulations.

Starbucks Coffee Company Calhoun 03/16/09

Starbucks Coffee Company is a coffee roasting facility that will produce roasted coffee, either ground or whole. The facility requested federally enforceable emission limits of less than 250 tons per year (TPY) of Volatile Organic Compounds that will be imposed into this permit, thereby enabling the facility to remain below Prevention of Significant Deterioration (PSD) major source thresholds. Additionally, federally enforceable emission limits of less than 250 tons per year (TPY) of PM, and less than 10 TPY of any single HAP, will also be imposed into this permit, thereby enabling the facility to remain below Title V & Prevention of Significant Deterioration (PSD) major source thresholds. Department Decision Permit Statement of Basis Timeline of Addressing Citizen Concerns
Grant Allendale, Inc. Allendale 11/25/08

Grant Allendale Inc. operates an oriented strandboard (OSB) production facility. The facility requested a Prevention of Significant Deterioration Construction Permit No. 0160-0020-CB to remove the synthetic minor limits previously established for Particulate Matter (PM)/PM less than 10 Microns in Diameter (PM10), Sulfur Dioxide (SO2), Nitrogen Oxides (NOX), Carbon Monoxide (CO), and Volatile Organic Compounds (VOC) on the existing facility and increase facility production from 147 thousand square feet/hour (MSF/hr) to 175MSF/hr.
