Southern Asphalt

Introduction
Southern Asphalt operates a 225-ton-per-hour drum mix asphalt plant. At a drum mix asphalt plant, liquid asphalt is mixed with rock in a dryer to create hot mix asphalt. The hot mix asphalt is then loaded into a storage silo until it can be put on a truck and taken to the paving site.
Southern Asphalt is a mobile plant and must receive prior approval from DHEC before moving to different locations to be near paving projects. Previously, Southern Asphalt had been permitted to operate on Black Creek Road in Darlington and Grady Road in Marion. It is currently permitted to operate at 3374 Mt Pisgah Cemetery Road in Conway. DHEC has developed this webpage to provide the public with quick access to information related to Southern Asphalt.
Pugmill
Southern Asphalt has been issued an operating permit for a pugmill concrete plant produces concrete for soil stabilization on roadbeds. This is a mobile plant. Southern Asphalt has been granted approval to store the pugmill in between projects at its headquarters at 3374 Mt. Pisgah Cemetery Road in Conway, SC. Southern Asphalt may assemble the pugmill for maintenance or testing, but may not operate the pugmill at this site to produce concrete for use or sale. Southern Asphalt must receive prior approval from DHEC before operating at the Mt. Pisgah headquarters or moving the pugmill to other locations. This is consistent with other companies' use of pugmills.
