South Carolina 1997 8-Hour Ozone Attainment Demonstration

South Carolina has resubmitted its Draft Charlotte-Gastonia-Rock Hill, North Carolina-South Carolina (Metrolina) State Implementation Plan (SIP) attainment demonstration to the United States Environmental Protection Agency (EPA) for comment. A portion of York County was designated nonattainment for the 1997 8-hour ozone National Ambient Air Quality Standard (NAAQS).
EPA has determined (76 FR 70656, November 15, 2011) that this area has met the 1997 8-hour ozone NAAQS. This determination suspends the requirements for South Carolina to submit an attainment demonstration, associated reasonably available control measures (RACM), reasonable further progress (RFP) plan, contingency measures, and other planning SIPs for the area related to attainment of the 1997 8-hour ozone NAAQS, for as long as the area continues to meet the 1997 8-hour ozone NAAQS. Based on the clean data, DHEC has submitted a request to EPA to redesignate this area as attaining. EPA is currently evaluating DHEC's June 1, 2011, Redesignation Request and Maintenance Plan for the South Carolina portion of the Metrolina nonattainment area. On January 12, 2012, at the request of EPA Region 4, DHEC withdrew the attainment demonstration for the Metrolina nonattainment area except for the reasonable further progress plans and emissions inventories. The emissions inventory was approved May 18, 2012 (77 FR 29540).
On October 15, 2012, EPA approved the RFP plan and 2008 Volatile Organic Compound (VOC) Motor Vehicle Emissions Budget (MVEB) for the SC portion of the Metrolina nonattainment area (77 FR 62454).
On December 26, 2012, EPA published a final approval (77 FR 75862) of the redesignation plan for the South Carolina portion of the Metrolina nonattainment area. This redesignated the area from nonattainment to attainment. EPA also approved South Carolina’s 1997 8-hour ozone NAAQS maintenance plan, including the associated motor-vehicle emissions budget (MVEB), into the South Carolina State Implementation Plan (SIP).
