The Department's minor new source review (NSR) construction permitting program is part of the federally approved State Implementation Plan. If your proposed construction project emits less than major source thresholds and/or major modification levels as defined in SC Regulation 61-62.5, Standard No. 7 and SC Regulation 61-62.5, Standard No. 7.1, then a minor source construction permit will be issued to your facility.
The purpose of minor NSR permitting is to prevent the construction of sources that would interfere with attainment or maintenance of a National Ambient Air Quality Standard (NAAQS) or violate any applicable requirement of the SIP in nonattainment areas.
