Technical Management Section (TMS) - General Conditional Major

General Conditional Major permits for Textile Greige Operations (GCMP-01) and Fuel Combustion Operations (GCMP-02) were issued April 1, 2006. As a result, there are some changes in reporting requirements. These are discussed below:

All facilities will now be required to report on a calendar year, semi-annual basis. Semi-annual reports are due January 30th and July 30th each year.

In addition to the change in reporting periods, there are some changes to the reporting requirements. Condition 3.G.1 outlines all information that needs to be reported. Facilities will no longer be required to report fuel usage on a twelve month rolling sum. However, facilities will still be required to report monthly totals of fuel usage.

Twelve month rolling sums will now be reported for Sulfur Dioxide (SO2) and Nitrous Oxides (NOX). Monthly fuel usage will be used in conjunction with the equations provided in condition 3.F.1.(4) to calculate monthly SO2 and NOX emissions.

The Technical Management Section has developed some Microsoft Excel spreadsheets to assist with SO2 and NOX emission calculations as well as the 12 month rolling sums. Excel spreadsheets for methanol emissions and fiber throughput 12 month rolling sums have also been developed (Textile Greige Only). We recommend that you use the spreadsheets below for reporting purposes.

In addition to the changes in reporting requirements, facilities will continue to submit fuel oil supplier certification records and monthly non-emergency generator hours of operation, including 12 month rolling sums for non-emergency generators. You will not be required to submit emergency generator hours of operation. You will continue to report monthly sizing consumption and supplier certification of methanol content (Textile Greige Only). You will also continue to report monthly fiber throughput and 12 month rolling sums of fiber throughput and methanol emissions (Textile Greige Only).
