Leaders in Environmental Action Pilots (LEAP)
In 2009, the U. S. EPA sought applications from states for the 2009 Environmental Justice Cooperative Agreement. SC DHEC applied and was 1 of 5 states selected to receive this cooperative agreement.
In the application submitted to the U. S. EPA, the South Carolina Department of Health and Environmental Control (SC DHEC) stated that it would award four (4) pilot communities monies in the amount of $25,000 each over a three-year period. The pilot is called “Leaders in Environmental Action Pilots (LEAP).” The cooperative agreement began in October 2009 and ends on September 30, 2012. SC DHEC sought proposals from applicants; in February 2010, four (4) communities were selected. The four pilot projects selected are environmental justice communities. The US EPA and SC DHEC have been working closely with these communities to help them build capacity as they identify environmental and social justice concerns. Once issues are identified, SC DHEC will strive to find resources and form partnerships with others to establish a collaborative, problem-solving approach to address the issue(s) in order to begin revitalizing these communities.
