Assessment Section

  • Provide technical oversight for assessment of releases from regulated UST's in accordance with the SC Underground Storage Tank Regulations R. 61-92, Part 280 Subpart F and the SUPERB Site Rehabilitation and Fund Access Regulations R. 61-98.
  • Define the extent and severity of contamination and establish the relative level of risk posed by regulated releases with regard to potential receptors in accordance with established Risk-based Corrective Action procedures.
  • Provide financial oversight of regulated UST releases that qualify for funding from the State Underground Petroleum Environmental Response Bank Account or the Federal LUST Trust Fund in accordance with statutory and regulatory requirements. Includes pre-approval of proposed costs and review of invoices for payment.

Corrective Action Section

  • Provide technical oversight of regulated UST releases in accordance with the SC Underground Storage Tank Regulations R. 61-92, Part 280 Subpart F and the SUPERB Site Rehabilitation and Fund Access Regulations R. 61-98 and established Risk-based Corrective Action Procedures for post assessment stage activities to achieve release closure status.
  • Provide financial oversight of regulated UST releases that qualify for the State Underground Petroleum Environmental Response Bank Account in accordance with the statutory and regulatory requirements. Includes pre-approval of costs and review of invoices for payment from the SUPERB fund.

Financial Section

  • Administer the two state assurance funds (SUPERB Financial Responsibility Fund and the SUPERB Account) which serve as partial financial responsibility mechanisms for tank owners and operators in meeting their state and federal financial responsibility obligations
  • Administer the Site Rehabilitation Contractor Certification Program
  • Process and audit invoices submitted for payment from the SUPERB Account
