Sediment, Erosion, and Stormwater Management Program

Note: As of April 1, 2008, all applications submitted to the Department must use the latest version of the NOI form, DHEC 2617 (09/2007). Applications received after this date which use the older version of the form will be returned.

If you are planning any construction/ land-disturbing activity within the State of South Carolina, you must first apply for a stormwater management and sediment control permit.

DHEC is charged with making sure that stormwater runoff during construction of projects and following project completion will not have an adverse effect on water quality in South Carolina. The stormwater program requires the development and implementation of a plan to control stormwater runoff and sediment to prevent them from entering water bodies in our State.

If you have questions on state permitting requirements, please feel free to contact any of our staff for assitance.  For Projects located in one of the 8 coastal counties (Beaufort, Berkeley, Charleston, Colleton, Dorchester, Georgetown, Horry, and Jasper) of South Carolina, please contact OCRM Staff.  In addition to DHEC, many cities and counties located throughout the state have permitting requirements. Please see the Where to Apply section of our website to determine if your site is located in one of these areas.

If you have questions on compliance with an approved plan, inspection requirements or monthly reports, you may contact the Water Pollution Compliance Section. Inspections of permitted sites are performed by staff located in Regional Offices throughout the state.
