SC Federal Materials Review Process

The South Carolina Federal Materials Review Committee (FMRC) is required to review all materials supported by CDC HIV prevention funds. Such requirements are explained in Content of AIDS-Related Written Materials, Pictorials, Audiovisuals, Questionnaires, Survey Instruments, and Educational Sessions, published in the Federal Register June 15, 1992. Failure to comply with these terms can result in restrictions or disallowance of funds related to the use of the unapproved materials and related staff activities. You can obtain a copy of these guidelines from the CDC web site at http://www.cdc.gov/od/pgo/forms/hiv.htm.

The following are some guidelines to assist you in maintaining compliance for duplicating, purchasing or using HIV educational materials (brochures, fliers, posters, videotapes, audio cassettes, questionnaires or surveys, curricula or outlines for educational sessions, web pages, conference materials, etc.) that are supported with CDC HIV prevention funding:

  • Check the FMRC and DHEC Approved Materials List prior to purchasing or printing any materials. When checking for your material(s), be sure to also confirm that the production/copyright date of your item matches the date of the material listed. If your material is not on the list, then you must submit it for review prior to purchasing or printing.
  • To submit an item for review, complete the Request and Review Form.
  • The FMRC has quarterly meetings in February, May, August, and November. For items that need to be reviewed promptly, please indicate the reason on the Date for Review section of the Request and Review Form and allow for 30 working days response time.
  • Send the Request and Review Form along with 10 copies of the educational material to Tony Price, Box 101106, Columbia, SC 29211.
  • For audiovisual materials (CDs, DVDs and videotapes) and displays, only one copy needs to be submitted; however, these will only be reviewed at the quarterly meetings of the FMRC.
  • Likewise, curricula only require one copy for review. They are first reviewed by a subcommittee; final review and approval of curricula is made on a quarterly basis at the FMRC meetings.
  • Written communication of the FMRC’s decision will be sent to the requesting individual/group.
