New BabyNet Grant Application Up For Comment
The DHEC application for FFY 2009 (July 1, 2009- June 30, 2010) can be viewed at the BabyNet website (pdf) through May 31, 2009. Written comments on this application will be accepted through April 30, 2009 by:

Please note that:
- The purpose of this grant application is to provide the US Department of Education, Office of Special Education Program (OSEP) assurance of DHEC intent to comply with specified IDEA Part C requirements, and to operate the program according to established BabyNet policies.
- IDEA Part C general requirements and timelines for public participation at 34 CFR 303.110 require that before submitting to the Secretary its application under this part, and before adopting a new or revised policy that is not in its current application, a State shall:
- Publish the application or policy in a manner that will ensure circulation throughout the State for at least a 60-day period, with an opportunity for comment on the application or policy for at least 30 days during that period;
- Hold public hearings on the application or policy during the 60-day period…; and
- Provide adequate notice of the hearings….at least 30 days before the dates that the hearings are conducted.
- DHEC does not determine the amount of funding to request. OSEP determines the level of IDEA Part C funding available to South Carolina based on a formula.
- OSEP has instructed Part C Lead Agencies to prepare the FFY 2009 application based on current funding. OSEP will notify of the actual FFY 2009 allocation sometime before July 1, 2009. In past years, this notification has come in late June. When notification of final allocation is received, DHEC will be required to adjust the grant application so that the application total is equal to the allocation. - The budgetary line items in the application were determined by OSEP. The purpose of the application is to inform OSEP of use of federal funds in each of these categories.
- The grant application reflects planned use of the federal funds that support the BabyNet program. State funds appropriated for provision of early intervention services are not included in this application for federal funds.
- The application is not related to ARRA (federal stimulus package) funding allocated to state IDEA Part C programs. No guidance on use of these funds had been issued at the time the application was posted for public review.
