III. FACT: For the period December 1, 2010 through December 31, 2010, Health Regulation issued six (6) Consent Orders with total penalties of $39,300.

IV. ANALYSIS:

  1. Medstar Ambulance Service, LLC, 2641 West Palmetto St., Florence, SC 29501. Under a Consent Order executed December 1, 2010, a monetary penalty of $300.00 was paid by the company. The company was found to have violated Regulation 61-7, Emergency Medical Services, for failure to submit required reports.

  2. Regional Ambulance Service, LLC, 1089 Augusta Rd., Suite 300, Warrenville, SC 29851. Under a Consent Order executed December 15, 2010, the company paid a $5,000 monetary penalty, with $33,000 stayed upon compliance with all applicable components of the Consent Order. The company was found to have violated Regulation 61-7, Emergency Medical Services, for failure to submit required reports.

  3. Metro One Ambulance, Inc., 2641 West Palmetto St., Florence, SC 29501. Under a Consent Order executed December 1, 2010, a monetary penalty of $500 was paid by the company. The company was found to have violated Regulation 61-7, Emergency Medical Services, for failure to submit required reports.

    Previous Sanctions: Fined $300 in March 2010 for non-compliance with ambulance inspections.
  4. Trustus Medical Transport, 172 Elvington Ln., Lexington, SC 29072. Under a Consent Order executed December 1, 2010, a monetary penalty of $500 was paid by the company. The company was found to have violated Regulation 61-7, Emergency Medical Services, for completing and submitting falsified documentation with regard to the employee roster.

  5. Donna Deason, Troy, SC 29848. By Consent Agreement executed December 1, 2010, Donna Deason was ordered to complete remedial training and demonstrate competency prior to reinstatement. Following an investigation, it was discovered the individual was found to have violated Regulation 61-7, Emergency Medical Services, for administering an incorrect drug, which could have resulted in death or serious physical harm.

  6. Pinelands Residential Treatment Center, 201 East Luke Ave., Summerville, SC 29483. Under a Consent Order executed July 30, 2010, the Department required the licensee to make renovations in accordance with Regulation 61-103, Standards for Licensing Residential Treatment Facilities for Children and Adolescents. Renovations were required as a result in the facility's change in licensure from a high management group home to a residential treatment facility.
