I. TITLE: Administrative Orders, Consent Orders, and Sanction Letters issued by HEALTH REGULATION (HR).
II. SUBJECT: Sanctions completed during the period January 1, 2011, through January 31, 2011.
III. FACT: For the period January 1, 2011 through January 31, 2011, Health Regulation issued four (4) Consent Orders with total penalties of $5,300.

IV. ANALYSIS:
- Northern Anderson County EMS, 10703 Anderson Rd., Easley, SC 29642. Under a Consent Order executed January 27, 2011, the company paid a monetary penalty of $1,000. The company was found to have violated Regulation 61-7, Emergency Medical Services, for allowing uncertified personnel to perform patient care.
Previous Sanctions: In August 2010, Northern Anderson County EMS was ordered to pay the Department a civil penalty of $3,000 for utilizing an un-permitted ambulance in August of 2010.
- Carolina Ambulance Service, 40 C Trotter Rd., Suite A, West Columbia, SC 29169. Under a Consent Order executed January 27, 2011, a monetary penalty of $1,000 was paid by the company. The company was found to have violated Regulation 61-7, Emergency Medical Services, for allowing uncertified personnel to perform patient care.

- Tammy Watson, 4227 Fish Hatchery Rd., Gaston, SC 29053. Under a Consent Order executed January 27, 2011, a monetary penalty of $300 was paid by Tammy Watson. Ms. Watson was found to have violated Regulation 61-7, Emergency Medical Services, for providing patient care that is within the scope of an emergency medical technician without obtaining proper certification from the department.

- Trident Medical Center, 9330 Medical Plaza Drive, Charleston, SC 29406. Under a Consent Order executed December 1, 2010, a monetary penalty of $3,000 was paid by the facility. The facility was found to have violated Regulation 61-15, Certification of Need for Health Facilities and Services, for failure to submit monthly progress reports.
