Rick Caldwell, II serves as director of Legislative Affairs for the S.C. Department of Health and Environmental Control. Legislative Affairs primarily represents the agency on matters before the General Assembly, the Governor’s Office, and staff or officials at state departments or other agencies and organizations.
A member of the DHEC team for more than 25 years, Caldwell previously served as assistant chief of the agency's Bureau of Environmental Health Services. Prior to that served as director of DHEC's Environmental Quality Control District in Aiken.
Caldwell received a bachelor's degree in Biological Sciences from Clemson University. He is a graduate of the South Carolina Certified Public Manager (CPM) Program, a nationally accredited management development program for managers and supervisors in South Carolina state government. He also obtained professional certification as a FEMA Emergency Management Professional Development Manager.
