Jonathan W. Yarborough
Legislative and Constituent Services Director
Jonathan Yarborough is DHEC’s Legislative and Constituent Services Director. He works on intergovernmental policy issues and special projects, and serves as the agency’s chief liaison with the S.C. General Assembly. He responds to legislators’ inquiries, helps draft legislation and communicates the agency’s position on various issues upon request.
A native of Columbia, Yarborough earned an undergraduate degree in political science from Clemson University and a law degree from University of South Carolina. He is licensed to practice law in South Carolina, Tennessee, and Virginia.
In 2000, President George W. Bush appointed Yarborough policy advisor to the assistant secretary for Land and Minerals Management at the U.S. Department of the Interior. He later transferred to the U.S. Department of Agriculture where he served as a Congressional liaison for that agency’s Natural Resources and Environment program. Yarborough also worked as a policy advisor to the assistant secretary for Fossil Energy at the U.S. Department of Energy.
Immediately before joining the DHEC staff in 2012, Jonathan worked for the S.C. Department of Commerce. There, he served as the agency’s liaison with the S.C. General Assembly, the governor’s office and economic development organizations.
