DHEC, DNR, and Clemson Announce State Water Assessment Project

COLUMBIA, S.C. - Today, the S.C. Department of Health and Environmental Control (DHEC) and the S.C. Department of Natural Resources (DNR) announced their intention to file a Request for Proposal (RFP) with the S.C. Budget and Control Board Procurement Office. The RFP is a request for environmental contractors to bid on a statewide water assessment project.

DHEC Director Catherine Templeton stressed the importance of this project. "There has never been a true and complete assessment of South Carolina's natural water resources in the history of the state. DHEC has historically issued discharge permits, allowed inter basin transfers, and approved Federal Energy Regulatory Control (FERC) licenses for decades using the best information available. We want to acquire complete information because we want to be correct and scientific in our decisions."

"This cooperative effort will result in a better understanding of this vital resource and will provide a very useful tool for effective water resource management," said DNR Director Alvin Taylor. "We believe that with a foundation of sound science, decision makers will be equipped with the means to make long-term decisions on the use of this precious natural resource."

Both agencies are working together to commission a work plan that involves all stakeholders and the public on how to manage the resource once the extent of the resource is known. Jeff Allen of Clemson University's Water Resources Center confirmed today that Clemson will take the lead on creating the work plan.

"Directors Templeton and Taylor agree that having stakeholder agreement on how to manage this vital resource is critical to its success," said Allen. "Clemson is honored to take the lead in pulling together a plan for public input, scientific resources, and a path forward to accomplish the goal."
