Section 319 Nonpoint Source Pollution Grants - The 319 Program funds projects that reduce nonpoint sources of pollution in South Carolina waterbodies. Projects focus on achieving measurable water quality improvements by implementing watershed based plans, which include a combination of best management practices.

State Revolving Fund - The State Revolving Fund provides low-interest rate loans for water infrastructure and water quality improvements. SRF loans are available to state, local, and regional government and special purpose districts. South Carolina law prevents loans from being made directly to private organizations and individuals.
Entities are encouraged to use SRF loans for nonpoint source projects including construction and maintenance of stormwater management practices, establishment of a stormwater utility, purchase of land for riparian buffers and implementation of source water protection assessments.
