This annual report includes a comprehensive overview of the amount and/or composition of waste that is recycled, disposed of and incinerated and the progress of the state and each county toward meeting the state's recycling and disposal goals. The latest report covers fiscal year (FY) 2012 (July 1, 2011 to June 30, 2012).
The report is divided into the following sections.
FOREWORD: This section includes a message from DHEC Director Catherine B. Templeton.
INTRODUCTION: This section details the purpose of the report and outlines the information included in the report.
SECTION 1: This section provides a statistical summary of recycling and disposal figures for South Carolina during FY12. It also includes definitions of municipal solid waste (MSW) and total solid waste (TSW).
SECTION 2: This section provides an overview of recycling's economic impact in South Carolina.
SECTION 3: This section includes recommendations for improving solid waste management in the state.
SECTION 4: This section highlights the commodities that make up MSW as defined by South Carolina. For each commodity, facts and figures are provided (at both the state and national level) as well as a breakdown of the amount of material collected in each county.
SECTION 5: This section contains the Used Motor Oil Recycling Report which includes the amount of used motor oil collected and the number of collection sites in each county.
SECTION 6: This section summarizes the efforts of state agencies as well as state-supported colleges/universities and their waste reduction, recycling and buying recycled efforts.
SECTION 7: This section details the recycling efforts of the entire state and each of its 46 counties. In addition, recycling and disposal rates -- as measured by the state -- are included for all counties.
SECTION 8: This section summarizes disposal data including remaining capacities for South Carolina's Class 3 landfills and generation rates for MSW and TSW as well as import and export data.
SECTION 9: This section summarizes information about solid waste planning. It also addresses Demonstration of Need (DON). DON refers to the criteria established for the geographical placement and allowable annual disposal rate of new and expanding solid waste management facilities.
SECTION 10: This section contains a listing of permitted solid waste facilities (including, but not limited to, landfills, transfer stations and processing facilities). These facilities are listed by the county in which the facility is located, the facility name, the permitted disposal rate and the tons received.
