Prehospital Medical Information System (PreMIS)
The Prehospital Medical Information System (PreMIS) provides a data entry and reporting capability for the evaluation of EMS patient care and system performance. PreMIS is a state mandated internet based EMS information system which collects data on each EMS call report made within the state.
South Carolina has drawn its data elements from the NEMSIS data elements. We have been fully committed to this standard since January 2010. All EMS Agencies must comply with this standard by using PreMIS or third party software that has been certified NEMSIS GOLD .
Data is submitted to the EMS Performance Improvement Center (EMSPIC) in one of two ways. The first is through a web based data entry tool (PreMIS online data entry). The second method is through an XML import process.
The PreMIS system provides a capability for the evaluation of EMS patient care and system performance.

Credentialing Information System (CIS)
The Credentialing Information System (CIS) is a database used by the state regulatory offices SCDHEC- Division of EMS & Trauma to monitor and provide credentials to EMS personnel, ambulances and EMS agencies. The CIS system is used to track and document EMS personnel education, credentials, disciplinary actions and contact information.
CIS also stores ambulance permits and inspections information as well as EMS agency licenses. CIS is always expanding in its capabilities to allow for enhanced monitoring by the state regulatory offices.
Within CIS, hospital personnel are able to pull vital patient care information from PreMIS reports and link it to critical data registries such as Trauma and Stroke to improve the delivery of system wide health care.
Additionally, there is a public view of CIS, so that public information can be accessed and viewed by all.
State Medical Asset Resource Tracking Tool (SMARTT)
The State Medical Asset Resource Tracking Tool (SMARTT) is a web based system designed to provide daily information to hospitals, EMS Systems, and state disaster management personnel with the goal of improving the ability of EMS to respond to catastrophic events. SMARTT is fully implemented in North Carolina, Mississippi, West Virginia and South Carolina with all acute care hospitals providing data on a daily basis.
Information that is collected within the SMARTT system daily include hospital bed availability, specialty care availability, and closed services with the expected time those services are anticipated to resume normal operations. SMARTT has been used in multiple disaster related events to date in order to triage patients.

The SC Trauma registry provides a data entry and reporting capability for the evaluation of trauma patient care and system performance.
The South Carolina Division of Emergency Medical Services and Trauma (SCEMS&T) maintains the SC Trauma Registry (SCTAR) and requires all state designated trauma centers to submit data. The overall mission is the collection of information on the injured patients in South Carolina for the purposes of performance improvement, outcomes measurement, resource utilization, injury prevention, and clinical research.
