Shelly Bezanson Kelly serves as director of Health Regulation for the S.C. Department of Health and Environmental Control. The Health Regulation area's primary purpose is to work together with health care facilities and services to protect the public's health by assuring that safe, quality care is provided. Its programs and staff utilize licensing and regulatory tools and provide a consistent, strong approach to protecting health. Heath Regulation programs touch every hospital, nursing home, emergency medical service, and pharmacy in South Carolina.
Kelly is an attorney with more than two decades of experience in regulatory, administrative, contract and education law. Prior to joining DHEC in 2015, she served as general counsel at the S.C. Department of Education and was responsible for the State Board of Education's compliance with regulatory requirements of the Administrative Procedures Act. In her role as general counsel, Kelly successfully litigated an action against the U.S. Department of Education which resulted in restoring more than $36 million in federal funds to the state of South Carolina.
Early in Kelly's career, she served as a staff attorney at the S.C. Court of Appeals. Kelly earned her bachelor's degree from North Carolina State University and her law degree from the University of South Carolina School of Law.
